Our Team
Derek has more than a decade of experience in contract lobbying in Kansas, as well as in-house multi-state government affairs. He maintains vast practical knowledge in building public policy and advocacy campaigns, business development, strategy, and client management.
In addition to a dozen years of contract lobbying in Kansas, Derek worked as manager of government affairs for DraftKings—a leading daily fantasy sports and sports betting operation—during the company’s most turbulent period. At DraftKings, he helped build and launch the national government affairs platform for the organization. He was instrumental in advancing legislation in Arkansas, Colorado, Indiana, Kansas, Missouri, New York and Tennessee. At a time when the Daily Fantasy Sports industry was in danger of being shut down, Derek helped lead the charge for states to give the industry legal status, while also providing users of the platform with strong consumer protections.
Prior to founding 1861, Derek provided multi-state and attorney general lobbying services for Catalyst, a prominent Kansas City-based government affairs firm, focusing on tribal issues, fintech, gaming, pharmacy, and air medical services.
Derek has testified before legislative committees and regulatory boards in Arkansas, Colorado, Indiana, Iowa, Kansas, Kentucky, Minnesota, Missouri, Nebraska, Oklahoma, Tennessee, and Virginia. He has also served on numerous legislative panels for organizations including National Conference of State Legislatures (NCSL), Republican Legislative Campaign Committee (RLCC), and American Legislative Exchange Council (ALEC).
John has operated in the political and government affairs field since 2013. He has a broad range of experience, including serving as Personal Aide to U.S. Senatorial Candidates in New Jersey and Louisiana. John was recruited by the Brownback Administration to serve in the role of Constituent Services Representative where his office was the point of contact in connecting the people of Kansas to the Governor.
Holli’s career in international trade policy began at the nationally recognized and awarded firm Kansas Global Trade Services. She was able to collaborate with business and political leaders from all over the world and discover her passion to advocate for small businesses. Holli works on a variety of budget issues for Catalyst Kansas and utilizes her great personality to build solid business relationships.
Heather Sprague previously worked as Chief of Staff to House Minority Leader Representative Tom Sawyer. Prior to that, she served as Communications Director for the Kansas Democratic Party, handling statewide communication for the organization and serving as the Party’s spokeswoman. Heather leads Catalyst Kansas communications, by overseeing our weekly newsletter and reports.
Katherine is a recent graduate of Benedictine College in Atchison, Kansas, where she earned her BA in Political Science. She spent the 2021 Legislative Session as an intern for 1861 Consulting and was brought on staff the following summer to provide committee monitoring services and assistance to the lobby team. Katherine’s role now focuses on team coordination, relationship building, event planning, and developing lobbying skills.
